Workaround:
Not getting a Label Mapping from the remote site is a known inter-operability issue.
An IETF draft has been submitted to resolve this.

There following steps help to reduce the window where the issue can be seen though it does not cover 100% of the cases.
- It is recommended to use the following configuration on ASR9K: "l2vpn neighbor all ldp flap"
For the first configured PW to any new neighbor, the LDP session will be flapped. It could impact other L3 services if they are sharing the same LDP tunnel with L2 services.
- That is why it is also recommended to have "mpls ldp graceful-restart" and if the 3rd party vendor does not support LDP graceful-restart the add "mpls ldp graceful-restart helper-peer maintain-on-local-reset for " when using the above partial workaround.

533 tests and issue the customer noticed during validating 533 (CoA & statsd).
Here are the sequence of events the customer is seeing:
1) The subscriber is connected successfully and once authenticated the AAA sends his main
service called ?MONTHLY_2048_10GIG_TAL2A_CAP? + IP address pool,
2) Subscriber's accounting info is sent to Cisco QPS (pCRF), once subscriber quota reaches
80% a ?L4REDIRECT_80_SERVICE ? CoA is sent to the BNG
3) Subscriber's accounting info continue sent to Cisco QPS, and once the subscriber quota
reached 100% (quota depleted/consumed) QPS sends the following 3 CoAs actions (no MACoA),
one after another:
a. Deactivate main service ?MONTHLY_2048_10GIG_TAL2A_CAP?
b. Activate redirection service ?L4REDIRECT_100_SERVICE?
c. Activate downgrade service ?DWG_CAP_SERVICE?
4) CoA ?3.a? and ?3.b? is applied successfully and BNG ACK them
5) From the RDAIUS debug CoA ?3.c? seems to be stuck in the BNG as the QPS sends the same
request for CoA ?3.c? 4 times to the BNG and BNG doesn't response back (please see this
line and the subsequent lines in the debugs RADIUS file ?RP/0/RSP0/CPU0:Mar 21
13:46:15.446 : radiusd[1129]: RADIUS: Received from id 73 , CoA Request, len 67?.
6) After the forth CoA request (i.e. after almost 12 sec) the BNG replies with NACK
7) After 2min, the subscriber disconnects (without any outside intervention) and reconnect
again (you can see that in the debug RDAIUS file attached
The first Eng. Conclusion is:
Service deactivation caused a customer disconnect due to:
iedge disconnect the user, due to statsd response timeout which is caused due to collector
has not sent stats manager the final stats for the service before it releases the hold,
this why point "5-7" above is seen because of no more session exists.
Conditions:
3. Subscriber's accounting info continue sent to Cisco QPS, and once the subscriber
quota reached 100% (quota depleted/consumed) QPS sends the following CoAs actions, one

Further Problem Description:
Due to some reasons Statsd fail to fetch statistics from the requested QoS class. Due to this billing data can be impacted hence CoA triggers service termination for the given QoS class.
once subscribers disconnect then again try to reconnect and get establish again in ~30 sec of interval.
