Auto-bw not getting correct BW value of LSP after reopt

LSP reoptimization

Workaround:

Further Problem Description:
As can be seen from below logs that auto bw thinks that LSP is signaled with bandwidth 10187013 while LSP is actually signaled with 44546752. So its try to optimized with addition bw 33401091 and it fails to find route on same path as there is not enough bw on the same path.

This triggers another reopt of the LSP.
