Symptom: CTC is throwing wrong error message while adding PBR's in DH Ring.
Conditions: CTC is not allowing to add PBR in DH ring and throwing wrong error message while adding PBR in it on clicking OK on error message its allowing to continue with PBR provisioning at CTC
