ME1200:CopyConfig : Configs getting appended even on deleting xml files

Description:

Symptom:
After deleting the xml files from the flash, on reload still the configs are getting applied. This is not the expected behavior.

Conditions:
On deleting the xml files from flash and rebooting.

Workaround:

Further Problem Description:
To brief on the appending issue to others, please see the configuration steps and issue as explained below :

1. Configure any template ( say LACP).
2. Copy running to startup from controller.
3. Reload last saved from controller and see that LACP configurations present
4. Remove startup-config.xml and running-config.xml from the flash using controller or CLI.
5. Configure a different template this time ( say L2CP).
6. Repeat steps 2, 3 and observe L2CP configs present.
7. After step 6, it is expected that LACP configs should not be present since we removed the earlier generated xml file and then we configured L2CP.
