Title: | 3850 not forwarding multicast traffic in layer 2 when PIM enabled on SVI |

Description: | Symptom:
Non Designated PIM router will not forward multicast packets in the same vlan where they are received.
Conditions:
When a 3850 switch is configured with both HSRP and Multicast Routing in a network, one of the switches will be active as Designated Router and the others become non -Designated routers. The HSRP router that becomes a non Designated router will not be flooding the multicast packets in the same Vlan it has received. This affects the rectangle topologies where the distribution switches are connected to access switches.
Workaround:
The Non DR can be configured with a static mroute pointing to the DR routers interface address in the same vlan.
The following statement causes a non designated mrouter to forward the multicast packets received from the designated router. The IP address specified in the mroute below is in the same vlan that encompasses the HSRP neighbors and the access switches.

The above mroute statement can be added or removed based on PIM messages through an EEM script.

Conditions:
3650 running 03.07.00E image with macsec configured on 10G SFP/10Gbps uplink.
This bug does not affect 3850, as well as 1Gbps uplink / 1G SFP in 10Gbps uplink.
Workaround:
1) shut/no-shut port
2) remove macsec from the port
